Two ways to win: counsel and courtroom

Bondar Legal P.C. is built around a simple idea: most legal problems are cheaper to prevent than to litigate, and the ones that cannot be prevented should be handled by a lawyer who is ready to try them. That is why the practice runs on two tracks. On the counsel side, the firm serves as outside general counsel and drafts, reviews, and negotiates business and commercial contracts. On the litigation side, it handles civil litigation and disputes, including contract claims, mechanics liens, and trade secret matters, and resolves what can be resolved through negotiation and mediation.

Where a government background makes the difference

Founder Eugene Bondar spent more than a decade as a senior government and in‑house lawyer, advising a $16 billion federally funded rail tunnel program, nearly four years as Principal Assistant County Attorney for Rockland County, and contracts and enforcement roles at New York City agencies. Four practice areas draw directly on that experience. Government procurement and public contracts covers solicitations, award-phase negotiation, bid protests, and vendor responsibility inquiries at the federal, state, and local levels. Construction and infrastructure covers prime contracts and subcontractor flow-downs, prevailing wage and labor compliance, claims, and terminations. Municipal law, land use, and zoning covers variances, site plans, SEQRA, and county planning referrals for applicants and special counsel work for public bodies, and Article 78 proceedings are the vehicle for challenging an agency determination that got it wrong. The firm's additional counsel areas round out the toolkit: FOIL and OPRA records requests and appeals, OATH and other administrative proceedings, corporate governance, real estate transactions, and data privacy.
