Eugene Bondar is the founder and principal attorney of Bondar Legal P.C., a New York and New Jersey law practice serving businesses, contractors, developers, and individuals. He represents clients both in the boardroom — as outside general counsel — and in the courtroom, litigating contract disputes, mechanics liens and foreclosures, trade secret matters, and other civil claims.

Eugene brings over a decade of senior government and in‑house experience to his clients. He served as Associate General Counsel to the Gateway Development Commission, advising executive leadership on a $16 billion federally funded rail tunnel program beneath the Hudson River — one of the largest public works undertakings in the nation. Before that, he spent four years as Principal Assistant County Attorney for Rockland County — advising the county executive team and the departments of planning, public transportation, highways and drainage, procurement, general services, facilities management, and environmental resources, and serving as the counsel to the County's FOIL appeals officer. He counseled all county capital projects, including project labor agreement (PLA) negotiations and feasibility reviews, and handled the acquisition of properties, easements, and licenses.

Across his career, Eugene has negotiated hundreds of contracts to ensure his clients are best protected — independently managing the full lifecycle of more than 400 commercial agreements with an aggregate value in the hundreds of millions — and has created contracting processes and standard contract forms for government agencies. A skilled negotiator, he approaches every deal and every dispute the same way: find the value, protect the client, and get there by the most economical path. Litigation is a tool, not a default — and when a well-negotiated resolution serves the client better than a courtroom, Eugene says so.

Eugene's experience in the transportation industry runs deep: between the Gateway program and the New York City Department of Transportation, he has spent years counseling on infrastructure projects spanning bridges, roadways, rail, and ground transportation — including the contracts, permitting, real estate, and land use issues those projects generate. At NYC DOT, he led enforcement actions that recovered more than $1 million in performance bond payments^*; he later helped build the NYC Department of Consumer Affairs' first dedicated contracts function. Eugene began his legal career clerking at the Massachusetts Superior Court, where he drafted judicial decisions and bench memoranda for ten Justices across civil and criminal proceedings — an inside view of how judges decide cases that still shapes how he builds every client's case today.
